Do not native compile two functions to allow cc-mode hack

* lisp/progmodes/cc-langs.el (c-populate-syntax-table): Declare
with speed -1.

* lisp/progmodes/cc-bytecomp.el
(cc-bytecomp-compiling-or-loading): Declare with speed -1.
